President Biden took jabs Tuesday at former president Donald Trump and congressional Republicans as he touted proposed spending on child care and other investments in the “care economy” at an event with union workers in Washington. Later, he will welcome Japanese Prime Minister Fumio Kishida to the White House for the first of three days of events that offer Biden a chance to showcase his foreign policy bona fides in an election year.
