LONDON—A few months ago, British Prime Minister Boris Johnson was fighting to remain in power amid revelations that he attended parties at a time when Britons were under Covid-19 lockdown rules. Members of his own Conservative Party were calling for him to resign.
This week, when Mr. Johnson apologized to parliament for breaking lockdown laws he himself set, only a handful of Conservative Party lawmakers demurred. A combination of luck, the Ukraine war and the lack of an obvious Tory replacement for Mr. Johnson has ultimately saved the prime minister.
